I don't think they meant it THAT way

Lead sentence from a story on the Washington Post's web site:

"President Bush has declared a state of emergency for the District from Saturday through next Tuesday because of the activities surrounding the inauguration of President-elect Barack Obama, White House Press Secretary Dana Perino announced today."
