Helsinki goes underground to save space, emissions

Helsinki leaders say they are out of space for much building above ground.  The solution?  Build below, especially for infrastructure that might be unsightly anyway.  The city has firm bedrock that allows it structurally, and the cool natural temperatures, especially underneath Finnish waters, bring some green dividends as well.  There's even a master plan for the underground.
